Trusted Safety Training, Compliance, and Emergency Readiness Solutions

In 2025 we created a division of Tactical Threat Solutions (TTS), called the Institute for Safety Compliance (ISC) to focus exclusively on structured training, compliance, and safety product solutions. While Tactical Threat Solutions (TTS) leads in threat assessment consulting, active shooter response planning, facility vulnerability analysis, and emergency technology integration, the Institute for Safety Compliance (ISC) was formed to bring those high-level strategies into everyday workplaces through structured safety training, compliance support, and practical readiness tools.

We serve businesses, schools, public agencies, and nonprofits with industry tested tools and state of the art training that go beyond box checking. Our mission is to help organizations not only meet regulatory standards, but build a safety culture that protects people, preserves operations, and saves lives.

Our team is made up of experienced professionals from law enforcement, fire, EMS, and tactical response backgrounds who understand what’s truly at stake. We don’t offer generic training or off-the-shelf checklists. Instead, we bring high-impact instruction, proven tools, and tailored safety strategies that help organizations meet standards while preparing for real-world threats, from workplace injuries to active shooter incidents.

Our Story

Built by First Responders
At ISC, experience isn’t theoretical, it’s forged in the field. Our owners, Bob Haddad and Ed Porada, bring a combined eight decades of service in law enforcement, firefighting, EMS, tactical operations, and industrial safety. They’ve led police departments, commanded fire scenes, active SWAT team members, investigated complex threats, and built safety programs from the ground up. This depth of firsthand experience shapes every training session, product, and safety plan we deliver.

We know safety challenges don’t happen in perfect conditions or controlled environments. They strike without warning, in the middle of operations, events, or ordinary workdays. That’s why ISC was created, to give organizations tools and training that hold up under pressure. Every seminar, safety kit, and emergency plan we provide is built with one goal: to perform in the real world, not just on paper.

From installing trauma kits in high-risk workplaces to delivering scenario-based safety seminars, ISC’s solutions are designed for impact. With 39 years of combined experience in Fire, EMS, and safety operations, Bob serves as a Critical Care Flight Paramedic with STAT MedEvac and Tactical Emergency Medical Services (TEMS) Team Leader for Cambria County SWAT. His background spans threat assessments, regulatory compliance, and safety program development, skills honed through thousands of hours of specialized training and real-world response.

Bob’s approach blends high-level expertise with practical application, ensuring every client receives solutions that perform under pressure. From corporate safety assessments to tactical medical support, his work consistently enhances preparedness, mitigates risk, and builds confidence in the organizations he serves.

A veteran Police Chief, retired Special Agent, and former Fire Marshal, Ed brings more than 40 years of public safety leadership to ISC. His experience includes high-level criminal investigations, emergency management, and threat assessment for government, business, and educational institutions. Known for his steady command under pressure, Ed has guided teams through active threat incidents, complex investigations, and large-scale safety initiatives.

Ed’s expertise lies in creating practical, actionable safety strategies that work in the real world not just on paper. He has led the development of innovative software solutions, such as the EOP Assistant, that give organizations instant access to critical emergency plans when every second counts.
